We have been asked how to turn off the adaptive feed control.   There are a couple ways to get the adaptive feed set in the off position when you start a new NC file.

Option 1 - Templates:
Create a new toolpath with a Volume mill rough procedure in it and turn off the adaptive feed control.  Save this as a .tpt template.
Now, every time you start a new NC file apply this template.  This turns off the adaptive feed  in any rough procedures that you create,
even if you delete the initial rough procedure that is imported by the template.

Option 2 - Preferred Values and Look:
With a Volume mill rough procedure open, un-check the adaptive feed control and then go to Edit> Preferred Values and Look> Save.
Now, every time you create a Volume mill procedure you can click the icon for "Load Preferred Values and Look".
